you are wasteing you time with all that garbage. Get the proper tools and do it right the first time? My client has 3 rooms that have had 1970's indoor/outdoor recently ripped out. The rubber padding / backing is now firmly attached to the concrete floor in a thin but hard to remove layer. I have tried scraping this up but it is very hard work. I even tried heat and some glue remover type chemicals, but this stuff is coming up with great difficulty.
  
   I have now told the client to simply re-install indoor/outdoor right over this stuff without removing it. Is this good advice? is there something I'm not thinking of to remove the backing from the floor? Thanks in advance.
