How cold does it have to get , and how many days in a row for pipes in a home to freeze and break?

Depending on the temp, they can freeze in minutes near an open window

Why wouldn't you just shut the water off and flush the toilet ect to bleed them? Leaving a tap to drip guarantees nothing. I have had many loses because the return line on the steam heat froze and ruptured?

When you have steam heat the water recirculates back to the boiler. As far as you house you can turn the water off where it comes into you home if you are going to be away for an extended peroid of time.
