Some people say its the Chemical that gets the carpet clean, and some say its the equipment. What do you professional cleaners think?

Chemical and how long you let it dwell on the carpet/floor. Too many bimbo's spray and wait 10 seconds then extract.

Yes:
T ime
A gitation
C hemical
T emperature

are key factors but with proper dwell time, almmost any extractor can do a decent job.
