What would make a nearly new 150 psi pump pulsate?

You may be restricting the flow at the tip especially when using an upholstery tool.  You may need to enlarge the tip size.  You may also have a partially clogged internal filter. Next time, buy from an informed source and you will not have to subject your new pump to damage and a shorter life span.

I had a rapidly pulsating action, many years ago, which I thought was very effective and would love to have the same facility right now.
There was some comment on a U K board a year ago, when someone apparently had a pulsating valve, but unfortunately I never followed up.
