Ed is correct. It may be an AIR FLOW/CFM problem. Adding either his Recoil or my glides for it may help you resolve this.

The lack of "AIR-FLOW/CFM" may be your major problem.

In answer to you questions:

When it is off trigger the wand for a moment, lift the heads up, is the spray pattern good or is one or more jets plugged? Spray is good. My new RotoVac doesn't extract as well as my wand.
