Ed is correct. It may be an AIR FLOW/CFM problem. Adding either his Recoil or my glides for it may help you resolve this.

The lack of "AIR-FLOW/CFM" may be your major problem.

In answer to you questions:

Is it adjusted so the heads don’t stop immediately
when turned off but don’t run on?
Yes.
 
When it is off trigger the wand for a moment, lift the
heads up, is the spray pattern good or is one or
more jets plugged?
Spray is good.
 
What psi are you running?
100

What are you using it with a porty or TM?
Portable.

Plug it in? Then turn it on?

My new RotoVac doesn't extract as well as my wand.
Am I doing something wrong?
